National Superintendent Plan International Brazil


Plan International Brazil (www.plan.org.br), a non-government organization that works with social development with focus in children and adolescents in the Northeast, following the principle of the equal opportunities, is looking for a professional for a National Superintendent  position for work allotted in São Luís's city - Maranhão.

About the role

The role of the Superintendent is to lead, direct, manage, and develop the Management Team who are accountable for country operations, including the development, review and implementation of the Country Strategic Plan.  A key part of the role is building relationships and networking with donors, local and national governments, international bodies, NGOs as well as media and other stakeholders. As a main focus the strategy development and implementation will include national positioning and local resource mobilization.

The professional will be responsible for: 

 Leadership of country office team at all levels, together with Associates in the development of Country Strategic plans that use a child rights framework and the participation of potential beneficiaries in the choices made
 The management of resources and accountability for the delivery of effective programmes impacting on children’s lives in agreed areas
 Promoting to the general public and media Plan’s reputation as effective global organisation delivering work using an approach that has children’s interest centrally: their rights; their protection and their well being
 To develop and implement Plan Brazil’s strategy to expand our supporter base and develop new channels of income
 The contribution to the global goals of Plan International and impact through the Regional team
 Leadership of the team in emergency responses

Outputs and Deliverables

 Approved, viable (fundable and practically deliverable) and relevant Country Strategic Plan based on excellent analysis that has involved children and their communities in identifying solutions
 Sub-strategies for areas such as fund-raising, technical inputs, emergency preparedness, etc to support arguments for resource allocation medium to long term.
 Costed annual-workplans informing all-team work
 A portfolio of active and pipeline projects and workplans funded either by sponsorship funds or grants rolling for 5 years
 Project work excellently and cost-effectively delivered
 Annual report demonstrating monitoring, evaluation and impact assessment measures against workplans
 Viable partnership agreements in place for all collaborative and mutual work undertaken with Plan Associates
 Media and representation work promoting the programme its impact and relevance
 Local communities and local government actively involved in programme design, delivery and review
 Analysis of risks of emergencies in the Country with particular reference to communities Plan works with
 A team ready and able to make first line response in strategically chosen areas
 An engaged and committed team
 Fully resourced team meeting expectations and monitored for performance
 A team that demonstrates appropriate diversity
 A safe and effective office environment that supports productivity
 All finance and administrative systems operating to maximum efficiency
 Clear plans for fundraising regularly reviewed and updated
 Relationships with National Offices well developed to maximise pursuit of funding opportunities in National Office countries
 Viable proposals developed and written

The position reports to the Regional Director in Plan´s Regional Office for the Americas.

The candidates must have demonstrated experience in social marketing and advertising, programming, advocacy, grants management, human resource development, finance and administration. Familiarization with child sponsorship is an asset.

The Post will be based in the Country Office in Sao Luis with international travel

Academic background and technical requirements:
- The candidate must be a graduate in a relevant subject and have proven senior management experience in leading the development of and ensuring successful delivery of programme strategy within a humanitarian and/or development context.
- Must demonstrate knowledge of current development and emergency response debates, particularly child –rights programming and the international standards to which Plan must adhere through its programs
- The person should be fluent in English and for this role have Portuguese. High standard or near fluency in either Spanish or French would be a plus.
- Finally, a deep understanding and knowledge about Brazilian social reality will be required.
