Purpose of the Post
Under the general guidance of the Representative, responsible for overall coordination, planning, development, and management of a resource mobilization and partnership strategy to engage relevant partners, raise the necessary funds, and support accountability of transparent contribution management. The Resource Mobilization Manager will be responsible for the analysis and management of the relationship with private and global partners and of all fundraising channels and activities, ensuring engaged and long-term partnerships, as well as flexible and unrestricted resources for the Brazil Country Office.

The incumbent will be in charge of:
• (With the support of the Fundraising Committee) the development, management and evaluation of the marketing strategies for the RM&P area, including the analysis of all fundraising channels and marketing activities in order to ensure maximum profitability for the UNICEF Private Sector Section in Brazil within the context of an established and approved Country Programme

• Defining objectives and priorities related to target audience, fundraising and mobilization techniques/channels, needs for investment and resources, etc, and coordinates its implementation 

• Setting and achievement of income budgets and for setting and keeping to cost budgets

• Encouraging the various segments of Brazilian society to simultaneously adhere to the UNICEF cause and contribute to its sustainability in Brazil

• Construction of effective alliances with companies and businessmen who can share the responsibility for the implementation of the actions proposed by UNICEF for Brazil

• Support to the development of a culture of social responsibility and upgrading of the social investments by clients and partners in order to ensure coherence and sustainability of their relationship with UNICEF

• Integration of RM&P with the other Brasilia Office areas, and she/he will be in charge of managing the activities related to fundraising in the various UNICEF offices throughout the country

• She/he will work in close collaboration with the Zone Office coordinators providing technical support on Corporate Alliances activities and the necessary training to other staff when needed

• Finally, she/he is responsible for the management of the team under his/her supervision in Brasilia and will provide support to the RM&P staff located in the Sao Paulo Zone Offices
Major duties and responsibilities

• Provides leadership and direction in developing UNICEF Brazil’s overall Resource Mobilization and Partnerships strategy and implementation frameworks focused on private sector partners (including private individuals and corporations in Brazil) and global partners (including bilateral agencies and National Committees). Provide guidance and direction for planning, implementation, research and analysis of fundraising and building partnerships with global and private partners.

• develop the pledge fundraising, with priority on the recruitment of pledge donors and the development of a pledge donor management programme to maximise pledge donor retention

• assist and guide the Fundraising Officers and the Licensing Officer  in the development of current fundraising and licensing channels, looking for new opportunities to increase income, specifically with a focus on developing the use of digital platforms such as websites, emails and SMS

• develop effective high value corporate alliances.

• Takes an active role in identifying, approaching and negotiating partner relationships with corporations, foundations and wealthy individuals who may potentially become major donors to UNICEF in Brazil. Designs/develops concepts for partners’ engagement activities in conjunctions with programme and communications officers.

• Provides leadership and supervision to the Resource Mobilization and Partnership team for all fundraising activities (including private individuals, corporations and global partners). Lead the development of annual workplan and budget, that must be in line with the strategies, and monitors compliance of the Resource Mobilization Section within UNICEF financial rules and policies. Identifies training requirements to meet staff development needs to meet objectives of the Resource Mobilization and Partnership Section.

• Represents UNICEF in meetings with key partners to advocate and promote UNICEF programme goals and objectives, communicate on organizational policies and maintain and strengthen relationships. Follow up on the implementation of recommendations and agreements. Represents the Resource Mobilization and Partnership Section at the Country Management Team and serves as focal point for field offices and sections to: develop funding proposals and partnerships, coordinate corporate engagement activities, manage the relationship with global and corporate partners, ensure timeliness and quality of donor reports, plan and carry out partner visits when necessary, promote dialogue and information exchanges, particularly in light of policy decisions that affect UNICEF relationship with all partners at a local and global level.

• Ensures effective supervision to the Cards & Gifts activities, supporting the transition process to the new business model and the negotiation with licensing partners.

• Works jointly with Communications, Programmes and Operations to unify projection of UNICEF’s image and positioning to UNICEF’s supporters and potential supporters, and ensure that synergies are created between the different strategies and activities.  Supervises the development of fundraising tools (Resource Mobilization kits, communication tools to Brazilian private individual donors (house appeals, newsletter…), programme funding requirement documents, partners updates, annual report for donors, articles for UNICEF Brazil website).

Experience and skills required
The most compelling candidates will have the following qualifications, experience and skills:
• Advanced university degree or first bachelor degree and relevant equivalent background in Business Administration, Marketing, management, Communications, Social Sciences, Public Administration, International Relations, Public Health, Education, or other related fields.
• Eight years of professional work experience at the national and international levels with progressively increasing responsibilities in Fundraising. Fundraising experience is essential.

Large experience in fundraising with individual donors and understanding of corporate social responsibility is an asset.
• Fluency in English and knowledge in Portuguese or Spanish required.
• Core competencies: Communication (III), Working with People (III) and Drive for Results (III).
• Functional competencies: negotiator with broad and large experience in the areas of management and resource mobilization and strong skills in leading and supervising (II), relating and networking (II), persuading and influencing (III) and creating and innovating (II), entrepreneurial thinking (II).

 Excellent leadership, management and teambuilding skills. 
 Ability to work under pressure and to manage multiple priorities.
 Proven skills in information, communication, networking, advocacy and ability to relate to mass media
 Proven ability to effectively manage relationships with private sector and other UNICEF partners.
 Current knowledge of development issues, strategies, as well as programming policies and procedures in international development cooperation.
 Proven ability to conceptualize, innovate, plan and execute ideas, as well as to impart knowledge and teach skills.
 Good analytical, negotiating, communication and advocacy skills.
 Computer skills, including internet navigation and various office applications.
 Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships both within and outside the organization.
 Knowledge of Brazil an asset
